The actions of the government have been well calibrated and there is no overkill. The Constitution and the institutions of government are in full operation. The government has derailed the conspiracy to overthrow it without having to resort to stronger legal measures provided for in the Constitution. We commend the AFP and the PNP for doing a fine job in putting under control the threats to the Republic. Mopping up operations are ongoing. Individual conspirators will be prosecuted and brought to justice. The decision to declare a State of National Emergency was meant for the peoples welfare. Had the President not acted as she did, we would now be under a rightist-communist junta. |

Malacaņang rebuffed today claims that the declaration of national emergency was an "overkill," saying the country would now be under a rightist-communist junta had President Gloria Macapagal-Arroyo not acted quickly and decisively to thwart the anti-government conspiracy. "The actions of the government have been well calibrated and there is no overkill. The Constitution and the institutions of government are in full operation," Press Secretary and Presidential Spokesman Ignacio R. Bunye said in a statement this morning. He said the conspiracy to overthrow the duly constituted authority was disrupted without the government having to resort to stronger measures sanctioned by the Constitution. "Had the President not acted as she did, we would now be under a right-communist junta," Bunye said. In Proclamation No. 1017 declaring a State of National Emergency, the President said that over the past months, certain elements of the political opposition have formed a tactical alliance with the communist insurgents and military adventurists in a "concerted and systematic conspiracy, over a broad front, to bring down the duly-constituted Government elected in May 2004." The activities, consequences, ramifications and collateral effects of the actions of the anti-government alliance constituted a "clear and present danger to the safety and integrity of the Philippines state and of the Filipino people," the President warned. In his statement today, Bunye commended the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) for "doing a fine job in putting under control the threats to the Republic." "Proclamation 1017 will never be abused and utilized against innocent persons. The proclamation does not authorize warrantless arrests except as provided for under the rules of court," he said. Bunye reiterated that the declaration of a state of emergency was dictated by the need to preserve the Constitution, defend the rule of law, prevent violence and disorder. "Those who feel aggrieved have the recourse to the courts which are open and continue to operate," he added. |

Malacaņang released today a "Chronology of Conspiracy" to overthrow the government hatched by the communist underground, certain military officers and some members of the political opposition that prompted President Gloria Macapagal-Arroyo to issue Proclamation No. 1017 declaring a State of National Emergency. The three-page document cites the series of events leading to the issuance of Proclamation 1017, starting with the days before Feb. 19-25, 2006. The Chronology of Conspiracy is divided into five general headings, namely the 1) Anti-Arroyo planned massive protests 2) Emerging alliance between rebel soldiers and communist insurgents 3) Plot to oust President Arroyo 4) Threat to military chain of command, and 5) Suspicious actions at PNP special forces as follows: CHRONOLOGY OF CONSPIRACY Proclamation No. 1017 was issued to thwart a conspiracy to overthrow the government among the communist rebel movement, certain military officers, and some members of the opposition. On 20 February in Alex Grill, Matalino St., Quezon City, the Black and White Movement, Akbayan, and other anti-Arroyo groups announced plans to march 20,000 protesters on 22 February around Metro Manila, converge at the People Power Monument on 23 February, and possibly move to Mendiola on 24 February.
